My viewpoint is that the L governors intended to collect money at a minimum cost so that they potentially allowed citizens withdraw the money before 65 in that it can not only save policy cost, but increase saving rate meanwhile. So i choose B.

加强题目不需要具有充分性或者必要性,只要能加强就行了

题目中说的是To improve the long-term savings rate,是要增加长期存款率,而如果大部分都是65岁以后的人存的话,那这部分人不管什么时候取出来钱都是免利息税的,他们还是想存多久就存多久,就不会 improve the long-term savings rate
而如果是65岁以前的人存钱的话,因为他们想享受这个政策,所以会尽量在65岁以后再取,因为这样可以免利息税,所以存款不知不觉就成了长期存款。所以这个政策就有效果了,可以 improve the long-term savings rate

这是一道加强题,如果大家都在65岁之后存钱,确实是tax free ,但是这个政策就没有作用了。而题目问的正是什么因素会让这个政策更加有效果,即加强此政策的效果,所以都在65岁之前存就能加强。而如果大家都在65岁之后存,这个政策就没有激励作用了。
还有就是gmat没有perfect的答案,从所有答案里选相对最好的就行

但是如果仅仅只是说大部分人会在65前存钱我可以理解
但是说大部分Invest in the tax-free market的人小于65岁 那就算65以后存又有什么关系呢不还是tax-free嘛

A使得金融机构增加对此政策的支持,因此会增加此政策通过的可能性,但不一定能增加saving rate,因为老百姓不一定买账。
B明显,是削弱。
D在这之前存钱少,但并不一定在这之后存钱增多,可能维持原状。
E与题干无关,题干是说增加savings rate of the citizens of Levaska。
C如果大部分人都在65岁之后再存长期,这个政策将不具有激励作用。而C说significant number of citizens在65岁之前存钱,则政策具有更强的激励存款的作用。
多多指教。
