比较支持B,因为乡下几乎没办法设计,所以会误导选民,个人想法

感觉B好像比较无关啊,原文说的是statewide的法规会误导,而B 只说了乡下。。。

属于假设题吧 不确定哈
题的意思是许多地方已经有自己城市的禁烟法令,但是现在要推行一个全国的(或者全州的,statewide的意思,总之比一个town city范围大)禁烟法令,还让一堆voters去支持。题目问以下哪个情况会让这个情愿误导选民,这些选民是相信新的法令会将本地的扩展到全国的

猜想答案一定是要说全国的不好 原来本地的好 必须提到两者的比较
c的意思是说全国的法令会代替地方的法令,但是地方的法令有比全国的效力更强的禁令
