我来回答下钢铁这个题吧：
K国的钢铁在丧失市场，因为进口的钢铁便宜，为什么进口便宜呢，因为别的国家给补贴了K国没有给。
题干：K国政府采取措施挽救K国钢铁 ，因为钢铁最终和工作岗位挂钩，所以政策肯定同时保护了就业率。
C： K国挽救钢铁业，禁止了外国进口的话， 国内考钢铁进行生产的工厂就必须要买K国本土的钢铁了，那么就贵了（前文说进口的钢铁便宜），这样大部分的制造业成本压力就大了， 对就业率是不利的。 所以WEAKEN.

一個小陷阱: manufacturers  (只能說 我們對字的敏感度 還不夠高, 尤其在1分鐘之內...>__< )。。。

解释：A原文讨论的是domestic market,import而A讨论的是International market，export。

BDE无关选项。C很多K的生产商面临巨大的国内和国外的竞争压力，钢铁是重要的原材料，所以如果K政府为了保护钢铁公司，限制外国倾销，那么说明那些把钢铁视为原材料的公司（而不是steelmaker）就会增加成本，更加不具备竞争优势，直接削弱protect industrial employment 的目的。

对于第一题~~~原文得出的结论是reluctant啊。。。是不情愿使用nets啊？我没有理解错吧。。。。
要是要加强的话是不是应该加强的是不使用nets？
