during protracted periods of inflation就是随着inflation的持续，inflation已经发展得很严重了。
text中说通胀刚开始时人们会疯狂购买。a的陈述本身就和text相悖了。a说inflation时人们存更多的钱。
实际上通胀时人们持有的货币已经非常不值钱了，工资又跟不上，所以才会不能做routine purchases
