题的大意是说美国所进行的人口普查所提供的结果并不是完整的，可能是因为一些穷人和富人都因为某些原因而没有算在其中，但是，奇怪的是，从数据的统计显示看来大体的还是正确的，这是为什么呢？
也许是因为结果是以百分比的形式体现，那么如果穷人漏查的人数所占的比例与富人的相同，那么从百分比上是看不出来的，所以也就解释了上面的奇怪之处，，，所以选C
