The OLEX Petroleum Company has recently determined that it could cut its refining costs by closing its Grenville refinery and consolidating all refining at its Tasberg refinery. conclusion就是therefore后面的内容
大意是说该公司最终未关闭某精炼厂体现了更重视social concerns 而不是一味追求higher profits.
答案E  是说关闭的话要掏很多钱 mean compliance, at enormous cost
