第一题是我考的。
我的观点是不同意，不知道能不能达到你的标准，仅作参考吧。
1. recommendation 和 regulation 之间是有联系的，如果商家不跟着recommendation 调动的话， 很有可能因为regulation 颁布以后和现行的products and processes相差过大而不得不退出市场。
2.人们的环境意识越来越强，recommendation 发布的时候不仅仅是影响商家，而且面向公众，因此会有一种对enviromental-beneficial 产品的需求。

关于第二个，这是个人利益和国家利益的关系。可以写不赞同。个人的权益不能得到保证，个人都不觉得安全的话国家安全对于人民来说就没有实际意义了。
