答案居然是C。怎么也想不明白。。。

我也犯了和LZ一样的错误。不过现在想通了。

文中的焦点在于report of problem, 而不是problem.
也就是以新规范确认为Problem(以前的规范不属于problem的)的比以前多，而不是检查出更多新的problem.

所以导致report 数量一定要比实际problem更多

C：新标准的Report数量50%， 那实际Problem小于50%

而D：detect,文中没说到，不要把indentify 当作detect.

我又仔细想了，还是觉得C不是对的。。。为什么不是D呢？
