D is the right answer. but what does it mean? why the pay of jobs which has been eliminated equal to the citywide pay of job strengthen the argument?

we can conclude that new jobs were created and the average pay for these new jobs has been higher than the average pay for jobs
sry, i still didn't get it. u mean after we eliminate the some job, the average pay is still equal to the original one? that can prove it is higher before? i am so stupid, plz forgive me.
It just means that,during the period when MAYOR D is in charge, the average pay of the jobs he created is truly higher than that of those elimated jobs. Otherwise, suppose the situation is the opposite, then we may conclude that the average pay would rather higer if those jobs are not elimated, given the pay of those ones are higher.
In sum ,only when the pay of the new job is higher than that of the elimated ones can we say that the pay now is higher than in the past.
