还是选A比较靠谱，possible很重要，moderate和light rain都是有上限的，而heavy没有上限

A对的。因为heavy rain 》2是没有上限的。所以即使次数比1990 1910
少但是每次都是疯狂的大雨的话就有可能多了

选A，只有这样理解， heavy rainfall (more than two inches)，一天下100 inches 也是 大于2，所以只有A有可能了
