题干说两党制中，任何第三党的加入会导致投某一党选票的一部分人改投第三党，而对另外一党没有影响。 所以第三党的加入就只分流了两党制中一党的选票，而对另外一党没有影响。所以，结论是两党制种如果有第三党的加入对于选举时不公平的，应该禁止。 

B又加了一个前提，说如果在选举前，选票是在两党中平均分布的（50%与50%）。 有了这个前提，如果加入了第三党，第三党只能分流其中一个党的选票，但是并不能导致任何一个党的选票增加。所以任何一个党最多只能有50%的选票。

前面说了 如果第三方加入则always attract some of the voters who might othervise...所以这里B正确。因为都会被C抢去一部分啊。
