D 答案。A个人觉得是无关，造个roadways，跟题目所说的加税减少汽车每啥关系。D的话，给出他因，说加税没用哪里的人钱多。WEAKEN

The country of Maravia has severe air pollution, 80% of which is caused by the exhaust fumes of cars.In order to reduce the number of cars on the roads, the government  is raising taxed on the cost of buying and running a car by 20%.The tax increase, therefore will significantly reduce air pollution in Maravia.
