Possible reasons: no current sensiors will be promoted/no outside people will be employed

3. The private company is not responsible for collecting fees, therefore weakens

第二个属于无关项，只解释了公司是否会推迟退休计划——但是没有解释部门领导空缺。
因为题目也给出了解决办法：减少部门/身兼数职。
第一个答案很直接，公司不会改变雇用新头的计划——其实就当做托福接句子题，放进去通顺就ok啦~

Once the company make enough money, maybe the government give them 5 years to collect money. After that, the road will be free of charge.
Regulation only lets the company to collect toll fees until it covers the costs of
development. (Something like that...)
