Citizensof Parktown are worried by the increased frequency of serious crimes committedby local teenagers. In response, the city government has instituted a series ofmeasures designed to keep teenagers at home in the late evening. Even if themeasures succeed in keeping teenagers at home, however, they are unlikely toaffect the problem that concerns citizens, since most crimes committed by localteenagers take place between 3 p.m. and 6 p.m.

如果青少年确实在家比不在家时候serious crimes的frequency要小很多
那让他们晚上待在家不就可以解决居民们担心的问题了吗！不过好像这样就和下午的什么犯罪率没有关系了...
好晕...

原文是说让孩子们late evening待在家里，但是不能降低increase frequency of serious crimes 这个问题，因为更多的crimes发生在下午三点到六点。问削弱，这要回答确实有别的因素使孩子们晚上呆在家里不出去会使得increase frequency of serious crimes 问题得到解决—B下午犯罪的都是小问题，说明严重的问题大多数都是在晚上发生的，所以孩子晚上在家的措施有助于解决问题，对。C只说了在家与不在家的区别，但是没有解释这个严重犯罪事故发生率的gap
注意这里的问题是第一句话的increase frequency of serious crimes ，严重的犯罪案例的频率，注意serious这个程度词。
