个人觉得是因果推理，只不过果是一个方案

感觉和楼主的思维方式不同，没有分析果因还是因果。只有C选择才与题目相关。
Facts: K steelmakers become less competitive due to imported steel with low price.
         international treaties banned subsidizing steel industries by foreign governments
         anyway, workers in K steel industry is going to suffer

Conclusion: to protect industrial employment and steel companies, the government should limit cheap steel imports.

to weaken the argument, new reason or fact should be stated

A. the whole argument is about K steel industry is hurt by cheap imports. the fact that K export is not competitive is not relevant to the conclusion
B Penalties  of Violation is not relevant to the conclusion
C Correct. if import of cheap steel is limited, then many industries will suffer according, making  industrial employment worse.
D It reiterates the facts in some way-as we have already known the foreign steel is cheap.  to explain a fact is not weaken conclusion
E wages difference here is not relevant to the conclusion.
