这道题正选为E, 我选了C, 错的原因我也想通了：题目要找的是能够解释“为什么steam engines比其他两种贵，但依然被广泛采用，” 而C的漏洞是“如果不打算建steam engines, 就不会去关心日后如果convert可能要花更多钱. 如果认为steam engines比water/wind mills好日后横竖是要convert的不如现在直接建了，属于主观过度推断 - 原文没有提及steam engines的优异性，只说它也是一个practicable sources of power for factories.

E我是在看到了all of the demand那里时否定的。 因为可以建wind/water mills的那些地方 （我不知道可以建wind/water mills的regions占总regions的多少 - 无论是10%还是70%） 不能满足市面对产品的总需求不是很正常吗？如果把能建wind/water mills 的地方建wind/water mills, 剩下的地方建steam engines factory说不定就能满足所有需求了呢？

这个题重看今天想开了：

题目思路：解释为什么steam-powered factories 这么贵还要建? By the way, 环境限制导致只能建steam-powered factories不是原因。

E - 因为wind/water factories 不可以满足所有需求 --- 暗示：steam-factories可以 -- implication：人们建steam-factories是因为它贵得有道理

C - 如果我认为steam-factories好，值得，我一开始就要建。如果我没建，说明我觉得它不好，而water/wind factories 更好，那我又何必去担心convert的费用。


关键还是要理解作者写各个句子的意图。不要往无关的方向琢磨。

谢谢回答！应该是我的思路太奇葩了，也没说清楚.

所以我才觉得E没有回答为什么在可以建wind/water mills的地方，依然不建这两种工厂。

结论：尽管steam engine 贵，但是还是在能够建造风力和水力发电站的地方建造了steam engine

要解释这个结论那么就要给出建造steam engine 的好处和 水力/风力的不足之处

E 满足了这个要求。我没看懂楼主对E的解释，sorry

我对E的理解是，在那些个可以建造风力和水力的地方，即便是建造了前者，它们也是无法满足那时候的所有的需求的
