我选了A。是这么想的:如果新政策不实行,杂志继续宣传野花花是多么漂亮,人们根据杂志宣传继续去买野花花,他们买回家以后,就会发现这些花花其实不好养,以后就不会再买了。所以最好的方案应该是杂志继续宣传这些野花花很漂亮,放任人们去买,人们就会自动发现他们的决定是多么愚蠢错误,实现intended effect。
      而如果实行新政策,这么好的结果就实现不了,所以对于新政策我们应该抵制,它是存在doubt的。

这个嘛。。。也不是说不可以,but,每个人都来买个野花,野花死光光了就不用保护了呀

A选项和政策没什么关系,并且楼主人为假设了不实施政策(人们被吸引买花后被discourage)比实施政策(人们不被吸引去买花)要好,万一人们压根不被吸引去买花比先买有不买更有利于保护野生花呢?做CR不能带入自己的假设。
