我是在BD中犹豫，选了D的原因是控制的是北海的污染情况，如果污染物不会抵达北海，那就和这个环境会议讨论的问题无关啊，相当于是限制得过头了。


排除掉B的原因是，“most participating countries favored uniform controls on the quality of effluents, whether or not specific environmental damage could be attributed to a particular source of effluent.”这句话我认为是一个Premise,意思是无论环境问题是不是由某一种污染物引起的，所有参会国家都支持统一的控制，B又刚好是和这句话意思相反。不是说一般逻辑题不会去攻击Premise吗？所以我绕开了这个选项。
