However, urbanization cannot fully explain women’s suffrage. Within the United  States prior to 1920, forexample, only less urbanized states had granted women suffrage. Similarly, lessurbanized countries such as Cambodiaand Ghanahad voting rights for women long before Switzerlanddid.  It is true that Switzerland’surbanized cantons (political subdivisions) generally enacted women’s suffragelegislation earlier than did rural cantons. However, these cantons often shared other characteristics—similarlinguistic backgrounds and strong leftist parties—that may help to explain thisphenomenon

答案是A,可我觉得C就是最后一句话的简单改写，似乎还不用像A那样绕那么多弯就可以判断是对的呀？C错在哪里了呢？

你仔细看下，原文有个other, 正说明下面陈述的并不是rural  characteristics

你哪来的rural characteristics啊？你是想说rural cantons吧？
而且也没说下面说的是rural cantons吧？就是说所有的cantons都share这个characteristics. 所以按你解释那选C就没问题了？
