一点拙见，我觉得

第一，没有信息可以证明Cookville是否已达到了最大产率，如果是，那么将别的工厂的部分移过去只会降低效率。即使Cookville的效率没有饱和，没有信息可以证明cookville的效率是否有反规模效应，即生产1000个可以达到生产100个的效率。可能会由于机械人员的配备不足而导致效率降低。

第二，总的cost是所有部件cost的和，所以单独降低一个部件的cost不一定会降低总体的cost。可能由于运输，组装费用的增加而加大cost。author没有考虑到其他的条件

1.全搬过去，overload，说不定会带动一些其它的cost上升。比如说折旧的增多。

2.也不知道各个车间都在什么地方。有的车间虽然效率低，但是说不定接近tranportation或retailor，这样运输成本降低了，而高效的车间说不定离主要客户群较远。
