ABOUT THE MASTER CLASS:

It is a standard observation in literature that as economies develop, the tendency toward corruption decreases as governments implement structural reforms designed to reduce the financial cost of corruption, improve transparency standards and boost popular legitimacy. This, for example, was the agenda famously pursued by Singapore starting in the 1960s, and is currently part of the political course being set by Xi Jinping.

But as governments seek to introduce economic reforms, liberalize capital markets and rationalize those regulatory regimes that often serve as the nodes of political graft, deeper structural changes typically accompany the kind of economic development that these reforms are intended to achieve. Economists have long recognized these changes as the tendency by large national and international firms to formalize monopolistic (or oligopolistic) arrangements, often in collusion with political structures. The purpose is to thwart free market outcomes by establishing monopolistic and quasi-monopolistic rents through legislative means.

A challenge, therefore, of managing economic growth and development is to determine the patterns of the shift from outright graft to the embedding of structurally corrupt practices that, while on their own may not be measured by traditional transparency metrics, but that can be just as corrosive to the economic, political and social vitality of a nation.
