帮忙看看这2个句子怎么翻译，句子的主干是怎么划分的，怎么看都觉得自己理解的有问题。

1。The first decision for most tenants living in a building undergoing conversion to cooperative ownership is whether to sign a no-buy pledge with the other tenants.

2。in the minds of many people living in England ,before Australia was Australia, it was the antipodes ,the opposite pole to civilization ,an obscure and unimaginable place that was considered the end of the world.

但第一句里的 whether 用的很不明白。要翻译成什么？不知道为什么，我总觉得用how更舒服呢。

第2句里，before Australia was Australia如果用中文表达应该怎么说呢？

2. (in...), it was the antipodes,( the....)

个人认为主干是这两个。

第一句中如果把whether改成how,整个句子的意思就会随之改变，改变原句的原意，必错

二句中的before A was A, 是在澳大利亚建国前的意思
