growth in temporary employment that occurred in

jobs primarily to employees who explicitly indicate
that preference.

看完答案说明，感觉意思是因为下文说了很多的preference，所以这里选A。
但我觉得excessive后面不就是紧跟着number什么的吗？

先谢谢你的回答，看过你的帖子，就是你写的那个时间安排，好强啊~！！佩服佩服~（ps：发现你马上要考试啦，加油啊）
             再说一下我的问题哈，你的意思是说本文说的临时工的前提是certain group ，而不是所有的，所以E就错了，是这个意思吧~
                                                还有你觉得文章excessive那句和后面的government内容有联系吗？

除此之外，我觉得还是联系上文回答这个问题。作者的观点是 由于老板为了自己的利益，所以即使有些人想从事全职工作，也只给他们partime，因为这样工资低，而且不用帮他们买社会保险之类的东西。这样违制造了多出来的partime。
这类问题的回答还是最好找近一些的解释，不要跳太远。
gov 后面的 是 should do 的，证明作者在根据这些问题提建议。就是因为老板现在只雇佣临时工，所以政府要干预。这些老板以后也要为临时工购买保险等社会福利，这样临时工的成本也会上升，接近正式工。这样就会使老板减少雇佣临时工的动机。

government以后的内容是在前文分析了现状之后提出的gov应该针对现状（excessive 也就是temp employment超过了这个certain group的实际preference的情况）所应该做出的一系列措施~
