Sorry but I really cannot stop laughing when I see this....
P.S. get what you mean, but......:
1. normally top university will not be lack of fundings; they have good schloarship for every student they take in for PhD, and they won't lower the admission standard in order to save the $$.
i.e. they won't care if you can pay yourself or not.
2. well.......since PhD are small class, it is even more difficult to get in a top university at PhD level, than at master level; not to mention to get to a better university's PhD from a lower rank one.
i.e. if you don't have enough mathematics background to get into a top MFE, it is even less likely that you will get into a good PhD in the same field.
3. umum........maybe you should consider UK, at which the PhD admission is seperated from schloarship........instead of US which both come together.
