在线求助！网申推荐信问题！急急急！！！

亲爱的CDer们：我在申请一个项目，其中personal information中一栏： Select how many references/recommendation contacts you want to append to the application下面要求填写推荐人的信息；然后又要求upload the recommendation letter(是要我自己上传的就是和成绩单扫描件一起的那种)，
然后bug是，申请注意事项中说：Reference person:  A person that can be contacted if there is a need to check up certain information regarding your education or work. Note: a reference person will not be contacted in order to send in a recommendation letter.


这啥意思？难道说推荐人和写推荐信的人不能是一样的？捉急。。。

upload recommendation letter明明是让我自己传，又不让我contact reference person,这到底搞啥。。。
