个人理解是关于进出口限制，看的脑子思路不是很清楚，斟酌选了E，答案是对了，可是理解不透彻。

E is correct. Because E tells us that the  "mini-mills" do not produce the same products as the big American steel mills do, so no competition relationship occurs between the two kind of mills, then the mini-mills will not take any business from the big mills. In a word, the two kind of mills have totally different customer pool.

对进口不设限时，三方共分一杯羹：国内大厂、国内小厂、国外厂家。结论说，限制进口时，国内小厂从国内大厂抢的份额要比（没有限制进口时）国外厂家从国内大厂抢得的份额多，表明，这三方是竞争关系，包括国内大厂和国内小厂之间。
竞争关系的存在，以产品同一为前提。而如果国内大厂和国内小厂的产品不同，那二者就不能形成竞争，就不会有彼此抢滩国内市场的论断。
