意思是100个格子中每格只能放-100，0，100这三个数，现在问整个表格的和是否大于0？
条件一是：每行只有一个正数，其实这个数就是100
条件二：每列只有一个正数，只能为100

现在向表格中填数字-100  OR  0  OR  100
假如除了每行的一个100或每列的一个100，其他的都为0的话，最后的和是大于0的
假如其他的都为-100，则最后的和是小于0的
因此答案是E
