我开始也有这样的疑问，但再好好看看出现tyhoid的那句话，。。。tyhoid。。。是 一个定语修饰先行词，事实上与前文的polio无关

这个题目我一开始也是选的D

但是你仔细看一下原文(L14-16)：Thus, the hygiene that
        helped prevent typhoid epidemics indirectly fostered a paralytic polio epidemic.这句话里的hygiene是对上文中的mordern sanitation的同意改写，也是就是说mordern sanitation prevent了typhoid epidemics的发生，但与此同时它也间接地导致了paralytic polio epidemic。

问题是问如果缺少了mordern sanitation，什么事情最有可能发生，那么当然要选 C an epidemic of tyhoid。
