Press Secretary: our critics claim that the president's recent highway  project cancellations demonstrate a vindictive desire to punish legislative districts controlled by opposition parties. They offer as evidence the fact that 90 percent of the projects canceled were in such districts. But all of the canceled projects had been identified as wasteful in a report wrtten by respected nonpartisan auditors. So the president's choice was clearly motivated by sound budgetary policy, not partisan politics.

区分两个关键词: 1. canceled were in such districts.已经被cancel的项目 2.scheduled highway projects identified as wasteful被认定为wastful的项目。 B的意思为,为认定为wastful的项目大部分并不是执政党的。取非:被认定为wasteful的项目大多是都是执政党的,但真正cancel的项目大多数却是方对党的,这就削弱了结论。

如果多数被认为是浪费资源的项目是在反对党所控制的地区而非总统所辖区,那么取消更多反对党所控区的项目就是很正常的,并非处于政治报复。
