这道题本人觉得应该选C，但是答案是E，征求大家的看法。。。。

不确定，反正考试的时候我估计会惯性的选择C。

这题跟以前的不同之处在于，题干明确表示通货膨胀因素不予考虑，所有货物涨价不能跟通货膨胀比，只能跟20%比才有意义。

E的意思是不是老头们以前靠孩子养活，钱不能给多，最多达到维持一般生活标准；现在养老金多了点，还是只能维持一般生活标准，隐含条件是老头们养老金多了点，但是现在的钱还是不够自立，不够达到一般生活标准，还得靠孩子养。所以现在的生活水准还是一般生活标准。

为啥20%就不能超过孩子们供给老头的比例呢？超过20%的话就不能成为老头生活没改善的原因了，但是我没觉得E这句话的意思是说孩子们的支持占据了老头们收入的大部分啊。

补的要说明为什么 many of them are no better off financially than they were before the increase。D只说穷人多，他们收到更高的退休金后，收入当然会比以前高一些。所以不能说明为什么题干有这个结论。

E 就是说，如果长者退休金提高了以后，他们孩子就减低了对他们的补助。那他们的收入自然没有提高
c是他买的货物通货膨胀但是不一定就no better off了

E的前半句话指出了，在Runagia，小孩是老人收入来源的主要提供者。后半句话指出了，小孩对老人的资助仅仅以提供一套舒适的房子为限。就是说，孩子对老人的补助=一套房子-养老金。所以，养老金虽然提高了，可是相应的，孩子的资助就会减少了，孩子最老人的资助目标是固定的。

本题的问题是many of them are no better off financially than they were before the increase, in large part because ________.
这样E就可以解释，为什么养老金提高了，老人还是觉得财务状况没有改善。

C选项，因为题目中给出了不考虑inflation的信息，所以是错误的。
