但是我认为C 并没有weak这个policy
就像一个人说把public company卖给private company可以更efficient
但是C说public company的业务是inefficient,这怎么来weak?
除非你题目跟我说让业务变efficient的方式就是关闭不盈利的业务,然后C说不盈利也不能关闭,那我就可以认为C weaken了这个policy,但是原文好像并没有这样说
