I think in this passage, the well-being is different from pension. for example, the living is a kind of well-being. So even with the increase of pension, there maybe no changes in well-being.

我想了一下,觉得E也有道理,但是我觉得C也不错,就是说政府虽然提高了补助,但是由于INFLATION,所以也不能BETTER-OFF那些老年人呀。而且题中说了 Inflation in the intervening period has been negligible,是不是就是说政府提高补助的时候没有考虑到INFLATION呀?所以是这样的话,那更能说明C是对的呀!迷惑。。。。
