The professor is talking about a 4-day policy which is employees can work 4 days a week rather than 5 days, and, coming with this, are lower salaries.
At the beginning, he points out that companies will spend more once they adopt this policy. Considering hiring more employees means more training fees, more computers, more working space, all these result in higher costs. Thus, it contradicts what the passage says this will cut down the costs of the companies.
Second, the professor indicates that when the 4-day policy is applied companies tend to expect their employees work efficiently as well as how they behave during the 5-day working. He says that companies would like to anticipate their original workers rather than hiring new ones. So, again, this is contrary to reducing unemployment rates.
In the end, he makes his point at the jobs ability, which is the chance, for an employee, to be promoted. Some parts same to the second reason, the administrator prefer those who work long hours. Thus a 5-day employee is more likely to get an advancing career than a 4-day man. Consequently, no promotion means hard to improve self-life and family condition. It is opposed to more time for enjoyment.
