削弱：but must  reward trained workers by keeping their paylevels above the pay level of trainees.虽然拿最低工资的人少，但 trained workers 因为必须必最低高，所以也要上调，所以调整不只影响最低工资的人的工资，也会影响其他人的工资。

its impact on wages 是理解成工资变化对通货膨胀的影响？？its不是指代inflation吗？那应该理解为通货膨胀对工资的影响吧？

its impact on wages will probably be negligible主语是its impact on wages应该理解成在工资方面的影响

前面也提了resulting rise in wages will drive the inflation rate up.应该整个思维连贯下来吧

自说自话一下，防止有人search这个题的时候，还是弄不清。

我觉得这道题的关键在于理解the legal minimum wage 的对象包含 trainees and trained workers.题目的意思说 因为only a very small proportion of all Kirfandic workers are currently receiving less than KD5.50 per hour，所以调不调法定最低工资 都不会引起由 wage increase  而带来的通胀。但是，我们看C发现，其实呢，虽然 那个only。。。的证据的确成立，但是由于那些低于minimum wage的trainee会受到新规定的影响，而这些trainee一调高，必然迫使trained worker wage的调高。所以总体上，社会上的工资水平还是要提高，通胀还是要发生。所以weaken argument.
