看不懂题目中的逻辑推理，按理说他们通过被检测到的超速人群中装雷达的人占总数装雷达的人数的比重来看不就能说明装了雷达就易超速嘛~~~怎么还考虑习惯问题~~求大神指教

主要差别点在于ticketing是speeding的sufficient but not necessary条件，这里需要填补这个gap
