我是这样理解的,评论说总统否决建高架是出于对反对党的报复,因为90%的提议都是在反

对党管的区域的。但是所有被否决的提议在无党派的审计人员看来都是种浪费。所以总统的

选择是出于预算约束,而非党派问题。

B是不是说,被认作是种浪费的提议不在大部分的由总统党派管辖的区域,也就是说在反对

党管辖的区域,正是基于这个前提,才会有是出于党派问题还是预算问题而反对的讨论。

这样解释对不对啊?

补充一点:

原结论是So the President’s choice was clearly motivated by sound budgetary policy, not partisan politics

将B选项取非就是:The projects were controlled by the President’s party.(这句瘦身了),是否就削弱了原结论not partisan politics了呢
