答案给的是E 可是我觉得E取反后是人数变少那没有削弱原文结论啊人均和人数都变少总量当然变少啦为啥选E啊求教！！！！

答案给的是E 可是我觉得E取反后是人数变少那没有削弱原文结论啊人均和人数都变少总量当然变少啦为啥选E啊求教！！！！

E选项的意思是：1994年分配到PJ的人不少于去年分配到PJ的人数，也就是说去年分配到PJ的人数不多余1994年分配到PJ的人数。人均少于一半了，人数只要保证不多于1994年，那总数不就一定小于1994吗？

按你的说法，E取反应该是1994年分配到PJ的人少于去年分配到PJ的人数，是人数变多了，而不是你说的人数变少了。正好理解反了。估计你是吧less in 1994理解成了less than 1994了，如果有种先入为主的感觉确实很容易弄错，我开始也是像你这么理解的。如果把in 1994提到前面去就很清楚了，than 后面才是less比较的对象。
