Theproposal to hire ten new police officers in Middletown is quite foolish. There is sufficient funding to pay thesalaries of the new officers, but not the salaries of additional court andprison employees to process the increased caseload of arrests and convictionsthat new officers usually generate.
Well, if you hire more police officers, then 1) more criminals would be caught and sent to court; 2) more cases would have to be prosecuted in the court; 3) more criminals would be set to prison.
Therefore, the workload for the court system and the prisons would be increased, and additional employees would have to added to these institutions. Where is the money? The proposal did not set aside fund to cover the salaries of these potential new hires.
