The following appeared as a recommendation by a committee planning a ten-year budget for the city of Calatrava.
"The birthrate in our city is declining: in fact, last year's birthrate was only one-half that of five years ago. Thus the number of students enrolled in our public schools will soon decrease dramatically, and we can safely reduce the funds budgeted for education during the next decade. At the same time, we can reduce funding for athletic playing fields and other recreational facilities. As a result, we will have sufficient money to fund city facilities and programs used primarily by adults, since we can expect the adult population of the city to increase." Write a response in which you discuss what specific evidence is needed to evaluate the argument and explain how the evidence would weaken or strengthen the argument.

请问,这片文章是按assumption的那个instruction写的,如果是要写 specific evidence,需要怎么改进呢?谢谢~
Based on unfounded assumption and dubious evidence, the arguer draws a conlusion that more money should be spend on city facilites and programs rather than on educational purposes. To substantiate his conclusion, the arguer points out the evidence that the birthrate of the city is declining. In addition,he believes that the money spent on city facilities and programs will result in an increase of adult population of the city.Though the argument might seems to be valid and convincing at first glance, the arguer’s reasoning is seriously flawed.More specific evidence should be given to support the arguer’s recommendation.
To begin with, the arguer assumes that the birthrate of the city is declining since last year’s birthrate was only one-half that of five years ago. This depends on the underlying assumption that no factors other than consistently delcining birthrate caused this phonmenon. However, common sense informs me that this assumption is a poor one. It’s possible that there’s a baby boom five years ago,the birthrate that year is abnomal. The birthrate is on the increase this year, but not as high as five years ago.It could also be possible that less people want babies this year since the economy is not good.Without ruling out these and other possible causes, the arguer cannot justifiably made the conclusion.
Even though the birthrate is on a decline in the recent years, that does not mean the trend is going to last like the arguer claims.Perhaps more residents want to have babies in the following years;or perhaps more people will move in.Unless the arguer can prove the delination is going to last,I can’t be convinced by the arguer.
Moreover, the argument assumes too hastily that the decrease of birthrate of the city will necessarily result in the decrease of enrollment in public schools. The fact is that the former condition is not sufficient for the prediction that of the latter.Perhaps a higher rate of children is going to tend public schools instead of private schools, because public funded schools are cheaper. This might cause more enrollment in public schools. The arguer has to provide more founded evidence to convince me.
Last but not least, the arguer believes that the adult population of the city is going to increase because of more funding in city facilities.Though it might be true that the development of city’s facilities could lead to an increase of adult population. But other factors such as job opportunities or living conditions could also affect the number of adult poplution. The arguer has to give evidences such as grounded surveys which suggest a trend of adults moving to the city, the recommendation can't be trusted. |
