说不清楚，感觉就是B。。。因为wood smoke会导致blablabla，所以就要regulate之。。。；那反过来如果那片地区都主要用烧这个，就会空气质量很差，wood smoke很多吧。。

provide support就是加强嘛

A 说因为司法，取暖和做饭都用天然气什么的了 无关，不能得出需要禁止烧木头的结论

B 有的地方烧木头多=>空气质量下降，常识可推断肯定有害于健康，支持需要立法禁止烧木头

A 是无关吧， 与proposed legislation无关，与 heating and coking也无关

B 正确，不过是不是有个GAP， 选项中的poor air quality怎么导致high health risk?  可能是常识吧，对比AB肯定选B啦
