工资VS通胀

一个调查说，这两年来employer认为他们员工的工资相对于通胀来说下降了60%。但是政府的官员说根据税收做出的判断员工的工资相对于通胀是不变的。

解释：公司付工资的形式变化了，采取了另外一种补贴的形式，这中东西的税交的少

Without the full context of this question, I try to solve this problem. The following analysis may be wrong.

salary gained = salary paid - tax
If salary paid decreases, and tax decreases simultaneously, salary gained can remain unchanged.
