Soon after, the annual tonnage of lobster legally harvested in Belukian waters began declining; in 1996, despite there being no reduction in the level of legal lobster fishing activity, the local catch was 9,000 tons below pre-1992 levels. It is therefore highly likely that the outlaw fishing boats harvested about 9,000 tons of lobster illegally that year.

Which of the following is an assumption on which the argument depends?

合法捉的虾+非法捉的虾=水里总的虾，合法-9000意味着非法+9000，前提就是总量不变，即A

Necessary assumption. Use negation.

If you negate A, you have "The illegal lobster harvesting was so extensive that the population of catchable lobsters in Belukia’s territorial waters had sharply declined by 1996." If this is true, then the total avaialbe lobsters for both legal and illegal catchers are declined sharply. Therefore the 9000 ton difference between 1996 and 1992 are less likely to be caused by the illegal harvest. The conclusion does not hold. So A is the correct answer.

还是没明白，哪位能具体解释一下题目到底是什么意思？despite there being no reduction in the level of legal lobster fishing activity, the local catch was 9,000 tons below pre-1992 levels。local catch 指的是什么？

92年开始非法捕捞龙虾，合法捕捞的产量下降。在1996年，合法捕捞活动不变，但是比92年之前的产量少了9000吨，因此作者认为非法捕捞的产量就是9000吨。
local catch就是 legal lobster fishing activity换一种说法。

以上成立的assumption是海里面的龙虾数量基本不变（可持续发展。。。），否则这少的9000吨一部分是非法捕捞，一部分是海里龙虾数量下降。
E.说的是很多船不忙活了。和题目中“ no reduction in the level of legal lobster fishing activity”冲突。就算部冲突，很多船不干活，但是总的捕捞作业不会减少

BTW, in CR, the word "significant" is rather INSIGNIFICANT since it means anything from 1 to 100.
