The pharmaceutical industry argues that because new
drugs will not be developed unless heavy development
costs can be recouped in later sales, the current
20 years of protection provided by patents should
be extended in the case of newly developed drugs.

continues despite high development costs, a fact that

题目不是问支持 pharmaceutical industry argument 要 extend保护时间么?
为什么选B呢?B说只要十年时间不是weaken了么?

What is the conclusion? Notice the word "however?" The statement after the word HOWEVER is the conlcusion.  Then you will find that B) supports the pharmaceutical industry's argument and againt the conclusion.
