这道题本身并不难，我们所需做的应该是去掌握一些基本的概念和语法知识。

我是这么理解的，读句子首先要抓主干，插入语的话只是一个插入语，它不构成句子主干。上面我也说到了用say that A and that B是表明一个人说了【事件A】和【事件B】，每一个that都是用来引导一个事件的。那在本题中的那个【插入语】其实就相当于给【事件B】加了一个前提，所以并不影响平行，right？
而且，我一般不提倡说句子哪里可以跳读，因为我感觉句子的话每个部分都可能有隐藏信息。但是对于插入语，我们在抓句子主干的时候，可以适当的对【，插入语，】（一定是一个完整的结构，两个逗号+一个插入语）结构做跳读，整个结构可以全部忽略，从而去抓主干。所以说，此时再看，还是后面有that才是平行的。

平行&时态
despite the recent illnesses插入语前后的宾语从句在"and"前后的平行。
“that the government had implemented strict measures to eradicate the contaminated food” and "that it would try to prevent the outbreak from recurring in the future"都作为said的宾语，故第一个宾语从句的时态用了过去完成时had implemented, 故and连接的第二个宾语从句的时态也应该用过去时，based on 时间状语in the future的指引，故要用will try的过去时态，would try.
BTW,it指代第一个宾语从句中的主语the government.

试着回答下吧，整句的结构应该是The health commissioner said that…… and that……，it指代government~
and连接两个平行的that从句吧。
这样就排除了ACD，且从时态来说，A的将来时和C的过去完成时也不对。
主语用said，第一个that从句是过去完成时，第二个that从句里面in the future 表明未来要发生的事情，但在从句里面，所以要把will换成would。
B的时态就不好了。
D中would have 没有必要。

选E。

来晚了！这个简单题吧。平行和时态。
the healthcommission said that……and that……
平行就把acd排除了，而且，acd如果用and链接，并列的话，it指代the government重复了。in the future表示将来时态，由于主句是过去时态，所以从句用过去将来时。

所以选e。

首先两个从句的平行: said that... and that... 所以要有that 排除ACD
接下来是时态判定: 主句said是一般过去时，所以第二个宾语从句said that it will/wouold 应该用过去将来时. (站在commissioner的角度是将来时，但是描述者用said限定了commissioner说话的时间点在过去 )

根据句意，try的时态应该是过去将来时，直接选E。
有些小纠结就是如果没有despite the recent illnesses, 后面我一定很果断选that。。。，但加了这个despite，也能用that?斑斑麻烦解释下。8过也就E符合时态哈～

解释：健康官员说政府已经实施了严厉的措施来消灭食物污染问题，并且尽管最近的伤病，（it指代政府）还是会阻止这个问题（食品污染）的再次爆发

个人觉得选A
根据语意和in the future判断后面的动作还没做，只能用将来时态排除B,C,D，E中said that...and,despite the recent illnesses, that并不符合平行结构，而且根据语意despite the recent illnesses应是修饰后文动作的，如果是that...and that..平行结构的话，despite the recent illnesses的位置也应该在that从句之后
