答案是E。
我觉得D和E都是可以选的，甚至我认为D项更合适。因为adequate road system 可能不仅仅是由投资多少决定的，如果这个state面积够大，人够多，那么即使六年来投资了很多钱，道路系统也是inadequate的。也符合在削弱问题中提供 new evidence 来削弱conclusion的方法啊。为什么D选项不对呢？

D is wrong because it is irrelevant. Who cares about the NUMBER of miles in this state, while the argument is based on the money spent PER mile?

The key for strengthen and weaken question is to evaluate the impact of the choices on the Conclusion. D) has no effect, while E) has a valid point to pick apart the argument.
