紧急求助一道GWD语法题，希望好心人进来指点一下

答案是E，可我不认为是E，我认为是C，句子的主干是A New York City ordinance，， required .......... , and it granted 依据是 Manhattan 语法书上第190面上的内容，说Do not use a comma before "and" to separate two verbs that have the same subject.

书上还举了例子， Wrong： Earl walked to school, and later ate his lunch

Right: Earl walked to school and later ate his lunch

Right: Earl walked to school, and he later ate his lunch.

本题中and 前面用了comma 所以我认为要加上It

求人指点啊

我的語文也不好, 估計:
在 C, required that 錯, 應該用required to.
而且, 後面其實是考平行 mandated, required, and granted.

C中 require sb that they...是一个明显不好的结构，如果说require that sb (should) do 还算可以，但是仍然不如require sb to do（多么的清晰简洁）

关于and的用法，这里的and明显是用于并列三个名词。我的理解这个时候组是可以根据情况加comma的。如果按照LZ的要求，C也没办法解释required这个名词在句中的成分。

实际上这道题根据require sb to do就只剩下B,E;根据句子结构很快判断出E为正确答案

可是manhattan上说require可以to do 也可以that啊
而且这个句子里应该是bossy的语境就更应该是that...(should)啊

觉得正确答案是E，在这里，and 并不是用来连接两个句子，而且用来连接表并列的mandated,required, regulated. 其实不用这么纠结于comma, 我写paper的时候经常这么用，writing center的professional editor也没有提出异议。主要还是看and到底用来连接啥。

ordinance是法规，表示法规内容时要接doing，后面几个动词都是平行，所以选E
