Adam: it is not true since these boats are cheap, usually people do not insure them.

the author: chose "because when such boats involved in an accident, the other boats are always more expensive, thus the owners of these boats will always file for claims for insurance

dave 认为WJboat  安全，证据是claim 中关于这种WJBOAT很少

adam观点是,boat不安全，claim中WJ少的原因是，因为WJ便宜，大家不买保险

DAVE说什么才能支持他原来的结论呢

前人给的答案是： 因为事故发生的另外一方的BOAT比较贵，所以另外一方会申请赔偿；言下意思是，CLAIM的数量《WJ的事故发生率； 也就是WJ未必安全

所以我认为答案给的是支持ADAM
