The automakers’ premises for their current position, "these new restrictions would be overly expensive and unnecessary to efforts to curb air pollution," is not demonstrated in the passage to lead to a contradiction.

The premises of the automakers' past position was shown to be untrue because of the invention of catalytic converter.  But this does not apply to the premises of their current position.
