Not sure about what you're looking for, but generally speaking,

MPP:
open to anyone with a bachelor degree
w/e is not required but 2-3 years preferred
offer more concentrations, more flexible.

MPA/ID:
bachelor's degree+3 years' w/e in development required, w/e in developing country preferred.
international development focused, quantitative-oriented.
great program, more competitive than MPP

MPA2:
bachelor's degree+master's degree+3 years' w/e required
leadership focused.
