答案选E，我认为选C。

我的想法是，GARNET的推理是test & treat the high cholesterol 就可以减少many years later, untreated high cholesterol发病的可能性，而且这个病very expensive treatment. 然后Renco没有办法adopt such a policy 的原因是现在没钱，没钱的原因是人太多，连现阶段的test & treat都搞不定了。。。

E也说得通，RENCO反正员工呆的时间短，不去管他们，到了末期需要很多钱治疗的时候已经不在我公司了。

这两个都成立，WHY E BETTER？

打了半天字，我明白了，renco has no incentive!! 关键字这个INCENTIVE，我没看仔细，唉～～～
